Normal, nothing to worry about, it will get even larger by the time you are 14, Should be 4.9" by your 13th birthday, 5.4" by 13 and a half and if you are lucky it should be 6" by your 14th birthday and who knows 7" by the time you are 14 and a half IF you are very lucky.

no it's not normal, both of you have above average penis size for your age, normal for a 13-year-old is 3 inch soft and 5 inch hard, are you sure at 13 you have a penis of 7 inch soft and 8 inch hard, that is HUGE for a boy of you age, perhaps it's centimetres, not inches.
It is more likely there either measuring wrong or they are just imagining the size they want It to be, even most porn stars would love a penis that length!
