I laugh my head off when I read a comment like "is my penis as big as an iPhone 5s when erect". When I was younger we boys measured our penis size against the liking of a banana or a cucumber if the boy was really large, now it's measured against mobile phones etc, if it's 5" at age 13 you are normal.

Your own mood varies a lot, sometimes the way you feel sexually will make your penis bone brick hard, that's when it is the full 9 inches, if you are a bit cold and don't' feel all that sexy, you might get your penis erect, but not a full hard on, so it will although erect, not be the full length it can get to. No matter how much you feel, having the length of penis you have at your age is large, to say the least, whether it's 8 or at the most 9", you are well above the average for your age, a grown man's average erect penis size in the UK is just under 6" so that makes your's at a full 9" three inches above the norm and a full 4 inches above the norm for a 13-year-old boy.
