At 13.5 you are developed normally, stage 3.5 puberty is fine, nice that you can ejaculate when you masturbate. 2.5 inches erect is a little below average but I am sure it will get larger soon, girth is ahead of length in your case, for example most boys with 4.3 girth are 5" in length so as I say the length of your penis will so be that as well, your penis will increase soon to stage 3-4
