3 to 3 inches is about the normal sixe for a boy your age. wait a year or so and you will see that it has grown an inch

Being 13 and having a small penis is perfectly normal.
Since you have just started puberty you can count on having many years of growth and development ahead of you.
There is no way to predict how long it will take or what the end result will be as everyone grows and develops at different rates and times.
There is nothing to worry about and there is no way to alter the process but for being 12 and just starting puberty it sounds like you are developing just the way you should be.
All you need to do is give yourself the time it takes for your body to grow and develop.
Thats way to big, girls make think thats too big. Your above average.
