You didn't describe the wet spot (or how it became so), but you don't need very many sperms to get pregnant. The wet spot could be a patch of ejaculate on the surface or seepage from the other side of the shorts. If you touched ejaculate, then sperm could be transferred. If it was wetness through the fabric, then sperm is extremely unlikely to travel through that fabric. From what you have described, transferrence seems unlikely, and after a few minutes, any semen would have dried out. If your finger had been dry, then any semen would have dried, and any sperm would likely have died by the time you fingered her.

It seems she has a typical 28-day cycle. It suggests her next period is due 28 March, and 11 March would very likely have been a fertile day. But this, I think, makes little difference as the likelihood of any sperm entering her vagina is so very low.

Yes that is right, I touched the wet fabric as the semen was under my shorts and only wet from the ejaculate hitting the inside and I touched the outside

Sperm would find it difficult to get through the fabric (unless open-weave). They swim; they don't walk or crawl.

I put my penis to her vagina but not inside then im not sure if the sperm leaks out also called pre-cum,.then i fingered her. Will she be pregnant?

Some people use an app on their phone.
The simple and most common way is to record period start-dates. This will determine her cycles (period-start to period-start). The 'standard' cycle is 28-days, but there are many variations. A 30-day cycle is not uncommon. If the cycles are regular it makes determining the next cycle fairly simple (i.e. always 28 days or always 30 days). Some cycles vary by a day or two; others are very irregular. An app works on averages.
Ovulation occurs 14 days before the start of the next period (or rather, ovulation determines that a period will start 14 days later if pregnancy does not occur).
Sperm can live in a woman's body for up to 6 days, so she is considered fertile on Ovulation Day (OD) and the previous 5 Cycle Days (CDs). Period start-date = CD1.
So with a typical 28-day cycle, OD is CD 15 with fertility reckoned CDs10-15.
With a 30-day cycle, OD is CD17 with fertility reckoned CDs12-17.
If cycles vary (say) between 28 & 30 days, an app would assume an average of 29 days. But the app is only an estimator. With a cycle range of 28-30 days, I would consider she might be fertile CDs10-17.
Remember that a regular cycle could on occasions vary.

If sperm entered her vagina on a fertile day, she could get pregnant. It's a possibility, but you've given no critical/cycle dates/data
