My concern is the probability/ likeliness of becoming pregnant from genital rubbing.

He said that he had ejaculated the day before during alone time, and went to the bathroom a few times after that.
He is an honest guy and he knows lying about such matters does no good for the person.
According to other forums I've read, urination washes out/kills sperm because of its natural acidity.
How many times does the male need to urinate to wash all the sperm out of his urethra?

We used outercourse as a method of birth control. We both had our bottoms off.
Prior to the rubbing (the tip against my vulva, no penetration), I had given him oral for about a minute. Neither of us know if he did have pre-cum. To my understanding, pre-cum can come out any time, not just before ejaculation (which he did not do at all during all this). And of course I'm worried now about it having any left over swimmers from his ejaculation the day before. I don't remember how wet I was. From what I've researched, the more wet the female is, the easier it is for those little swimmers to get up there, even from the outside of the vagina.

I'm worried because it was a day or two before ovulation, and it's been about two weeks since then, and my period is late a couple days even though I've been having premenstrual symptoms for about a week. Sore/ fuller breasts, mild cramping, bloating/ water retention, mood swings, and being super emotional.

Is there a chance of pregnancy, yes.  Is it likely, probably not.

Him urinating at least once should flush any semen out.  Yes, the sperm would need a clear path INTO your vagina. 

I can't give you odds, there are too many variables.  Just that there is a chance but I think unlikely.  You can always test now if you want.

The lunar cycle is just over 29 days, about the same as your period usually.

I suppose it's possible.

Also, does ECP affect the cycle after the month you take it? Or just the month you take it? Cuz I'm wondering if its a factor why it's late.
