I would tread carefully with chemical peels on the lower eyelids. TCA peels may be used on the lower eyelids, but only in mild concentrations and not repeated too often by any means. A better option would be laser resurfacing in order to eliminate dark circles. If you are still dealing with this problem and wondering how to solve it, that would be one way to do it, something to consider if you hadn't already. I would personally steer clear of chemical peels on the lower eyelids in most cases, simply because it is such a sensitive area.
