Your scrotum may still be small but it will get bigger as you get older.

I just turned 18 in March, but I look like I'm 15/16(which is weird cause I'm in college and I just look way to young). I'm 5"9 which is pretty normal since my dad is 5"10, my eldest brother is 5"8, my other brother is 5"11 and my mom is 5"5.
I have lots of acne on my face, somewhat on my back near my shoulders, and a little on my chest. I have barely any facial hair except for a thin mustache and some chin hair, i shave my sideburns when the little hair starts to grow. I have had hair on my balls/penis area since i was 14 and I have to shave a lot because the hair grows back really fast and becomes like a jungle, and my penis size varies when flaccid and is close to 6 inches hard, but I still feel like I have a kid's penis because it's thin.
I don't have any hair on my chest or back, and not much under my arms or my happy trail. Also, I don't have any muscle tone which should come in with puberty, small biceps, small triceps, small quads, small calfs, small chest, small everything. Also, I don't have broad shoulders like any of my buds or brothers. And the size of my head (actual head not penis head) is like a kid's, not an adults.
I'm just worried that being 18, I have only experience some parts of puberty that started 4 years ago, and have been developing really slowly, or that puberty has ended for me now.

Everyone develops differently or at different rates. Even within families there are differences.
You can expect to keep developing into your early 20's. Your penis will likely get thicker and you'll get hairier. Most men don't really develop chest hair until their 20's, it's normal.
Don't compare yourself to others, you are NORMAL.

see an endocronologist. You may have a simple condition that is treated with hormone therapy or you could have a benign tumor in your brain. You need to see a doctor.

im in the same situation an you, my friends don't think I have hit puberty yet, but have, I was also around 13 when I started to get pubic hair, I am now 16.5 years old and nothing has changed, my balls dropped when I was in year 6, but other then those nothing has changed, I am also worried that im am going to be stuck with this high voice, I really don't know what to do, I guess time will tell :/

Im having the same problem, but with rapid weight gain, panic attacks that have kept me inside my house and homeschooled for over 4 years, and depression with mood swings. I'm on a few meds for my panic attacks, and soon to get testosterone replacement treatment. I'm scared ****less of it. if anybody has or had the same issues as me, please contact me. Thank you.

Its frustrating but do not worry it will happen and soon, you are just a late developer. The same happened with me and my brother too with around a 2 year age gap. I was 14 when it happened he was nearly 17. I am sure you will be ok yur kool.

There is nothing wrong you are just a late developer. Sounds like its started to happen now the process will accelerate. No need to worry yur perfectly normal
