You are in the early stages of puberty Jake and it sounds like you are developing just as you should be.
Everyone grows and develops at different rates and times and what the end result will be when you’re done growing is hard to predict but soon enough all the changes you are hoping for will happen.
It is frustrating when most of your friends and classmates are bigger and more developed but for your age your size is fine and pretty much what is considered average for your age.
As people come in all sizes the same is true about the penis you’re developing normally and as you continue to go through puberty your penis will definitely get bigger and your testicles will grow as well and start to hang lower.
You just need more time to develop and you will grow, there is going to be some guys that are bigger and there are also some guys that are the same age and smaller than you with no signs of puberty as far as nothing coming out when you masturbate that just means that you have not reached the point your development that you are able to and that will change soon enough also.

Your testicles can't be the same size since even if you have a little bit of pubes that means your testicles have grew a bit to start producing testosterone.
3 1/2 inches erect are actually right on average for 13 years old.

Your balls will have dropped at birth and if they hadn't it would of been noticed, all they do is just get a little bigger and hand a little lower when the time is right.
