I am 2 months away from being 16 and my penis is 3 inches long soft and about 4 1/2 hard. I have a good amount of dark pubic hair and I'm 5'6. Do I have a puberty problem?

Average for an ADULT male is 5.1". Your penis can grow into your early 20's too.
You'll likely have a growth spurt - yes it can happen down there too - soon.
