Just can't orgasm! Keep peeing too?

I'm 22 and have yet to be able to orgasm, either through sex or masturbation. My boyfriend has used his fingers to almost get me there and I've been very close by myself. Yet every time there is a big build up but just can't push over the edge. Closest I've been has been masturbating lately with showerhead or electric toothbrush. I feel such pleasure and just as I think I'm about to break through, it either goes away or I sometimes get this slight rush down my legs - but that's it. Nothing but built up frustration, even after going at it a couple hours.  Even more embarassingly, the times I've been closest I end up peeing. I've heard of female ejaculation, but I'm fairly certain it's urine especially since not accompanied by orgasm. I pee before I start even but it still happens. It's slightly yellowish and sort of smells like urine.  My boyfriend wants to try going down on me to see if it'll give me the push I need, but I'm now terrified I might pee on him! Mortifying! It has never happened when he has gotten me close, but what if it does when he tries it or if I do actually orgasm? I am healtjy and have no incontinence issues, so why is this happening? And why cant I orgasm, damn it! It gets so frustrating, especially when I feel like somethings gonna happen, but it fades instead.
