You sound like a well adjusted person with reasonable expectations. Personally, I see no reason to cover anything based on gender. What's good for the goose is good for the gander. These are all just body parts and everyone has them. There's only so many types, even though there are different shapes and sizes. They are just boobs... and half the population has them, give or take a few. The only reason kids are up tight is because parents are up tight. Left to their own devices, kids would probably grow up naked (weather permitting) and we'd all be in a better situation after a generation or two.
This writer and I are working with different definitions of a 2 word combination. Anyone I would consider to be a "young girl" would be years away from having their bodies changing. I would call them "girls" from about 8, and wouldn't expect to see their bodies change for a couple more years. It's more debatable what to call them once the bodies begin to change. Sticking with "girls" is fine with me, but "pre-teens" would work too. Both suggest to me a awareness of their femininity, but "pre-teen" is narrower, expiring on her 13th birthday, while the looser definition of "girl" could apply until she is a middle aged woman, and some times beyond. "Woman", "young woman" and "teen" usually apply to females with everything is there and working. Of these, "teen" is the narrowest applying to only 7 years of her life but can apply to a late bloomer who has yet to have everything working on her 13th birthday. Young woman, by my definition, could apply to a girl a-couple-of-years-plus before her 13th birthday, and could continue to apply as long as "girl" could apply. It's probably not a good idea to use the word "woman" without the word "young" before it before she reaches her 20s, if not 30s, or 40s.

Is it a woman who sees girls bodies in the locker-room or enjoys watching her daughters grow up' or a father who enjoys watching his daughters grow up. Or is this a boy of this age who has become very good at sweet-talking girls of his age into letting him see their bodies. If this is a man writing about seeing naked girls in-the-flesh, that is very creepy.

You hit on something that registered with me too. This subject really get the Europeans going. Here, in not only the United States, but in California, with it's reputation for being liberal on many subjects, 90% of the replies leave me saying, "Why do I not see any evidence of this attitude when I am in public or even semi-private areas?"
