Masturbation is not the problem here. I can understand you not liking him masturbating but it is a normal activity, even for a married male. Masturbation is typically an alone activity. He likely does it just to get a release.
What is not normal is why doesn't he want to have sex with you.
I'd suggest a marriage counselor.

I agree, that the masturbation is not the root of the problem. It appears that it is enough to satisfy your husband, but it obviously is not enough to satisfy you. That means there are issues to be dealt with.
