Don't worry too much about that, teenage boys develop differently. At 13 all boys are different, height differs as well, you many have hairy legs but not hair under your arms, or the other way around, that comes later and have a small penis with only a few hairs around it, again as far as size is concerned it should get larger and the hair quickly gets thicker by the time you are 15
