about my penis size, I'm just starting puberty and I'm about 1" soft and 3" hard, is this normal?????

You are NORMAL.
You say you are just starting puberty, OK. You CAN expect to be smaller than average for now but should catch up in time. Average for a 13-14 year old, when MOST males start puberty, is 3-4". So, if you are "just starting" then you're AVERAGE.
Your penis can grow into your early 20's too.
