It could be so many things. You haven't given much info.
Is it wet or dry?
What colour is it?
Are you sexually active?
Could it be you've been rubbing it to hard?
It could be poison ivy, yeast infection, std, dry skin, allergic reaction to the laundry soap you use, uncleanliness, abrasive clothing, vigorous sex/masterbation, bug bite - you name it.
