That sounds a lot like a small rash I had on my arm a few years ago. Dr. said it was either fungal or eczema. Gave me a mild steroid cream to help it clear up.
Jock itch athletes foot yeast infection all the same thing and it's a good bet since herpes is painful. If I was you I would try getting an athletes foot spray and spraying it in the pubic area only before bed when you have a spot. And try keeping the hair trimmed if not shaved it will give the fungus less space to grow onto.
I have this problem for years, My pubic area can not stand moisture or sweat at all it gets itchy and When you scrath the skin gets flaky and breaks. It is the worst thing to live with. It has been 9yrs now and No hope of a cure in sight. I have tried steroid treatments that aggravate the situation instead, different soaps to the point where I have stopped using soap in that area altogether. I Only shower and never bath as a result
