Well you really should wash yourself very good. With your sperm staying undeer your foreskin like that it will stay alive for sometime, but as it lays there it will begin to smell bad. I don't think it needs to be washed out instantly, but you should wash it from time to time.
If your foreskin won't retract you can use a rubber bulb ear syringe to shoot a jet of water into the tip of your foreskin to flush out everything.
