Sounds like you're talking about the frenulum. You can Google for pictures of that. It's a terrible thing because all it does is get in the way of your pleasure either when having sex or masturbating. You can see a doctor to have it removed. Just make sure they understand you want it completely gone so you can pull your foreskin all the way back with no restriction at all.
