Don't worry about the size when not erect, flaccid. Some guys are "growers" and others are "showers."

It is OK to masturbate.
Use it as "training" for sex. The idea with masturbation should NOT be just to ejaculate.
Focus on the feelings you have as you near ejaculation and slow down or stop. Try to bring yourself close to orgasm without actually ejaculating. The goal is to make yourself last longer now and learn control so that when you get older you won't have premature ejaculation.

Average for an adult male is 5 - 5 1/2". You are plenty big enough for sex - but there is no need to rush it.
You won't know about PE until you've had sex. It's normal at first but you need to learn control.
