Your just a bit late starting puberty and that is pretty common.
It does not mean anything is wrong everyone grows and develops at different rates and times.
Your anxiety can easily get you thinking the worst but there is nothing wrong with starting puberty late it just means you need more time to grow and develop.
Puberty will start when your body is ready and all things your are concerned about will gradually begin to change.
It will happen you will get taller your penis will grow and your voice will change you just need a little more time for it to happen that's all.

Conventional thinking is that any guy who is unhappy because his penis is "only 6 inches soft" is being unrealistic. You are very tall at 6'8", but a 6" penis is still a good size proportionally to your height. It is in the ideal size range for making babies which is why you have a penis in the first place.

That "peach fuzz" is called dowdy hair and it is one of the temporary signs of puberty. It will be replaced by pubic hair. At 15, you are a "late bloomer" but you are in puberty now, so you'll be fine.
