It sounds like you never used any shaving foam or gel to lubricate the skin. Try some baby oil or baby lotion on the area it should help moisturize the skin and help to calm the itch.
When you shave always use a shaving foam or gel and a good triple blade razor not preferably not a disposable one as they don't keep there sharpness long, never let the blades get blunt so you can feel them drag across the hair.

All the redness and bumps are just a shaving rash and that's also cause the dry skin if you use baby oil or lotion it will moisturize the skin and that should help relieve the itch the lotion might be better as that ment for itches and soreness of nappy rash.
