Just like the title says im 15 and cant ejaculate and have a small penis. When i masturbate my penis starts to feel warm and hurt. I have some wiry long hairs around the sides of my penis and some short dark hair above it. I have a small amount of armpit hair but i dont know if ive hit puberty or WHY i cant ejaculate.

I think you're OK. Yes, you've hit puberty if you're developing hair. Everyone develops differently and at different times. Have you ever had a "wet dream?" You may not be masturbating long enough or some guys just can't ejaculate doing in the traditional methods.
As to your penis size, it really doesn't matter that much. The average is around 5 - 5 1/2 for an adult.

As Dan says were all different and develop at different rates. I'm 20 now but I never managed ejaculating from masturbation until I was 17, so its pretty normal. And just to clear up the average penis size Dan mentioned, 5 - 5 1/2 is the average erect size. But your penis is normally one of the last things to develop in puberty so I wouldn't be too bothered.
