I have bumps on the base of the shaft of my penis in the pubic hair as well as a few on my scrotum (they don't go up any further than where hair grows). They vary in size and are red to dark brown and feel a little hard. I started out with a couple of them but now I have as many as 20. They don't look like any pictures I have seen on the internet of warts, or any other thing I have looked at, they don't blister, leak, or can be popped.... Hair does seem to be growing out of them but it doesn't look like folliculitis either. I saw a doctor and he assured me it wasn't any kind of STD, he refered me to a specialist, but soon after, I lost my health insurance when I was laid off because I am a seasonal firefighter.

Any ideas?
