Yes there is a very distinct cause of this which may infuriate you. You all I will bet have been the victims of infant circumcision. Most men are not even aware that they have a damaged penis, they assume conditions like yours are normal. Don't take my word though. Read about it and go yell at your parents.

Look, plucking and hair removal are treating the symptoms. You need to treat the cause. The cause is too much skin removed via unnecessary circumcision. You can cause skin growth by slowly and carefully lightly stretching skin over time to reverse some of the damage. Research ways to do this and be careful You could hurt yourself. Well if you shave, make sure the skin is tight. Soak in a warm bath before to prepare the skin. Use a razor with a moving head, and a sensitive skin shaving cream. Afterward, use a moisturizer (like Man1 Man Oil) to prevent razor burn.
