I've had laser, IPL and electrolysis done on the entire pubic area. Laser and IPL will reduce a lot of the hair. But the electrolysis will finish it off permanently. I have hair growing up almost the entire length of my penis. I also have the condition that causes multiple hairs to grow from each follicle. Which makes plucking nearly impossible, shaving doesn't work. Does any one know of a waxing solution that could be used on the penis? That is the only thing that I thi k could work. My hair grows into stubble by the end of the day.

I used to have the same issue too - hair would grow all along the shaft of my Penis up to the head. And the hairs that grew were very course, thick, and long. Had this issue since I was 14-15, now I'm 21.
In the past I shaved, tweezed (painful but my best option - took 1-2 hours and lasted about 4 weeks) , used depilatory creams, epilated (never do this, it was a bloody mistake), and waxed it myself at home (also don't do this).
I always turned down sex when I hadn't plucked and was always afraid to get into a long term relationship because I would need to find private time at least once a month to pluck. Also, I liked to pluck once a month when all the hairs grew out. But imagine having a relationship - constantly plucking, making it a daily habit to check for hairs, because all hairs grow at different paces.
Just recently a couple months ago I decided I needed to seek professional help and went to a laser clinic. I found one that was willing to treat my penis shaft, balls, a-hole, and everything between your balls and a-hole - basically everything down there besides what was above your penis.
I bought an 8 course treatment package - clinics will usually sell you this as a cheaper price than if you were to purchase a treatment indivually - I paid for 5 treatments in advanced and got 3 "free" treatments.
If you have dark course hair and light skin, my best advice is to find a clinic who uses the ND-Yag Laser (VERY IMPORTANT). This laser also works well if your skin is a bit darker. If you're very dark, it's best to ask the clinic first. This laser is old technology but very effective. Within my first treatment 80% of the hairs on my penis were gone for good. And I just had my third treatment yesterday, helping them guide my penis by twisting and turning it so that they could zap every hair remaining. Since my first treatment, none of those hairs has grown back and it feels amazing holding a smooth penis. I still have 5 treatments remaining and don't even think in need then - but I'll use it to treat other areas of the same size.
It's important that you research the laser your clinic will use. Don't go for IPL machines because you need twice as many treatments and they're not really permanent. More like a reduction. And also know which lasers are suitable for your skin. But the majority of you (except very dark dark skin) are suitable for an ND: Yag Laser. It's painful, but some clinics (like mine) will apply a numbing cream for an hour before treatment and apply ice packs during. Trust me, it's so painful especially if your hairs are thick but you'll only experience this pain a 3-8 times in your life and that's worth it for your confidence and ego. if you have very dark skin or hair that is orange, blond, white, your best option is electrolysis.
Also, how did I get over the fact that 2-3 women at the clinic were going to see me naked? (One is the main one who uses the laser device, the other two her assistants). I just thought to myself like this - only these people at the clinic would know about my issue, no one outside of it will, and I would rather have only these 3 people see me like this than my future hook-ups and relationships. Also, the price of this small humiliation and discomfort will be so much worth it when I have a smooth penis for life. And you'll only need to go once a month until it's all gone (or if you want to space it 6-8 weeks between treatments sure), but imagine - 8 months of these once-a-month visit for lifelong hairfree dong?
