hey, im not sure off the top of my head but i dont think its the right time to start growing. im 16 and this time and i started with my facial hair at about 13 and i did not like it is hard and boring to shave and i was one of the first to start. so wait untill your about 14/15 and you should be fine, its just so your in with the crowd. but this is only what i think, sorry if i cant be any more help!

There really is no way to speed up the natural process without hormone therapy. which is not an option for someone, unless they have a disease and cant produce their own hormones. Sorry. You just have to wait for your body to grow and develop more, i know, it takes forever....but it really doesnt! trust me, in a few more years, you will be like.....Gosh! i hate shaving everyday, it's boring, i cut myself sometimes! and with most guys, when you start to grow a beard and mustache, you usually develop acne with it, really bad where the hairs are growing in where they never had before...it can be really frustrating. so facial hair isn't that nice...it may seem cool now, but and it may be when you get older, but theres nothing to fuss over. so, just wait and in time, and you'll have all the facial hair you want! it usually starts around 14-15. so you dont have too long.
if you are young and seeking facial hair, start shaving as soon as possible, and shave regularily after that and you will be fine in a month or two
My Friend who is 24 had a really sgraggly stubble that didnt look good and grew unevenly, he came back from some hippy camp and someone there told him that using bayberry oil diluted with a bit of sesame oil and massaged into the face before bed and in the morning would help. So he did this for about 4 months and it must have worked wonders for him because he had full, thick and healthy looking stuble that grew really quickly
