There is a lot of research on uretheral/bladder pain not from an infection that is actually caused by our pelvic floors being either too weak or too tight (usually too tight). Although this kind of pain is commonly diagnosed as IC (interstitial cystitis), the root cause seems to be with balancing your pelvic floor and is tied to a condition called Pelvic Floor Dysfunction, which unfortunately most Doctors do not link together and say that there is no cure. However, uretheral/bladder pain is reversable - there are many doctors and other people who experience this kind of phenomenon that reverse it through Pelvic floor exercises. You can find a lot on the tube (youtube).
I myself have had negative tests for infection but experiencing urethral pain and have done a lot of research. It can be concerning, wondering if it is an infection misdiagnosed at first.
I wish you and your daughter all the best and hope this helps!
This is what has worked.
