Things like when you started puberty and how far into puberty you are can influence size and growth.
If your overweight that can make it look smaller as well.
You most likely just need more time to grow and develop.
Masturbating is not a problem and won't impact your growth.
They do come in all sizes but unless your really small there is nothing to worry about your no where near done growing so hopefully all you need is time to grow and develop.
