It is common to not be able to ejaculate at your age so there is not likely any deficiency.
You got an early start to puberty but it is a process that happens in stages and you may have just not reached that point in your development where you are able to ejaculate.
You have many years of growth and development ahead of you and your penis will grow and you will definitely be able to ejaculate how long it will take or what the end result will be is hard to predict as everyone grows and develops at different rates and times.
Your size concerns and worrying how your girlfriend would react to it is easily solved by waiting until you are a little older before you take your relationship to that point and you could also see some growth during the time you’re waiting easing your concerns over your size.
It sounds like you are developing just as you should be and in time the changes you are hoping for will happen.
