yes your penis should grow more, and at your age 3-3.5 in is average range so just relax. also you mentioned that you were a little overweight,
when you get an erection push on both sides of your penis towards your back (press the fatt in your pubic area down) and more of your penis should be exposed, if you were thinner this is what it would look like. chances are you probably have a half to one inch or more "hidding" in your fat deposits.

im 14 (15 in 6 months) im 3 inches when soft and about 5 when im hard, im 5 foot 2 weigh about 7.5 stone and i have facial hair armpit hair and loads of pubes but my voice has not broken is this normal

Im 28 and a mum. My husband (when flaccid) varies in length from 1" when its chilly to 3" when its warm. Yes it is bigger when its hard.
Give yourselves time to grow and mature, dont beat yourselves up over something that really is not that important. If people want to take the pi** out of you for being normal, please ignore it and realise that they are the ones who have NO idea about how it should be!
Trust me guys, once you are old enough to use it properly, its size is irrelevant!
Oh, one last thought that came to mind - in my experience, when they are too big, they are useless as they dont stay up!! ;-)

Hate to burst your bubble, guys, but jelquing is a myth... and it's one that desperate insecure boys pass along, one to another, claiming that it will help.
