I’m 14 and when I was late 13 I started to get a bump under my left nipple, it was tender and as I reached 14 it went away, I started getting a little bit of pubes but that was it, my penis or balls haven’t grown, I have no pit hair. There is absolutely nothing wrong with you sounds like you are in the early stages of puberty.
Your voice changing and getting pubic hair are early signs your penis and testicles will grow as you continue to develop.
Armpit hair happens latter on maybe around 15 or 16.
All you need is more time to grow and develop.

Have you started puberty yet?
If 1.4 is your erect size your underdeveloped for your age but there is a good chance you just need time to grow and develop.
You still have lots of time to grow so things will improve for you in time.
Waiting to have sex is just a really good cal at your age no matter what your size is.
