You should imidiately rub the tip of the pennis after masturbation to make it urine, (use water for this procedure). You will not feel pain after this. Only masturbate once a day for best result. :) (Pakistani desi method by me)

It could be an issue with your technique. If you are circumcised are you using some type of lubrication? There's lots of stuff on here about it. Try Vaseline, lotion, conditioner, baby oil, etc. Soap or shampoo can be irritating though
