my question is:
While doing tempo runs on the treadmill, do I need to increase the incline on the treadmill to put out the same effort as running outside?
At what % incline?

I think 1-2% is good to simulate air resistance etc.

I always run a 2% that is a good place to start for you.

I always run on the treadmill with some sort of incline, and find to do workouts always better (preventing injury wise) to move the incline up instead of really cranking up the speed.

I vote for a variety. By changing the incline, I believe that it works different muscles. By working different muscles, then you are helping prevent injury and are improving your overall strength (running & non-running) overall.
