Its most likely a fungus or bacteria, if like the other people said ingesting earth and yogurt helps thats a true sign its fungus or bacteria. This is due to the beneficial bacteria that will fight off the fungus and bad bacteria. But if coconut oil works then its for sure a fungus.

I too had this problem, similar to my eczema, but much worse, bleeding and scabbed and only on my right shin. The topical steroids I used for eczema only kept it somewhat in check, never cured it. On a 10-day visit to Serbia the problem almost completely disappeared! Returning from Serbia to Poland it began to come back. After a few days I returned home and it came back with a vengeance, affecting both shins now. I was at a loss to understand why it had abated only in Serbia. After a few months thought (yes, that long!) I remembered something that had changed from the time I left home until I left Serbia - my toothpaste. I took a small sample of another brand on my trip, but I used the last of it on the last morning in Belgrade. In Poland I bought my usual brand. I had another small sample of the other brand at home, so I used it over 3 weeks - and it worked. My old toothpase was "gentle whitening" and for "sensitive teeth". Now I use only a so-called "natural" toothpase and my left shin is completely clear, while my right only has a mild rash. I haven't any steroids at the moment, but I'm sure if I did that they would fix my right shin now.
