Every one here is trying to make you feel better. By 16 your penis has grown almost all its going to grow. There is no such thing as penis growth spurts especially after you've started growing hair. Sizes vary within the the family. What's just as important is girth and shape. So if even if you stay average which you probably will, if you have girth and the right shape that could be even better.
One thing I sort of regret is not having any brothers, I do have a sister, but imagine in a family with several brothers, say ages from 13 to 18, wow, the comparisons of their penises could be immense, yes, by 16 in most cases but not all, a guy's penis will be full adult length and girth. Just think that if one of the brothers is 18 and has a slightly below average penis, won't get any larger but he notices that his younger brother who is just turned 14 has a large say 7" er, what will he think, I am sure he will be very envious of that younger brother, that has happened, I am glad that I did not have to compare mine with any brother, younger or older.

If he slimmed down recently better blood flow would go to his penis every time. Also if his stomach went down it would give an appearance of a bigger penis.

I don't think that that is true because I'm 14 and my feet are 11 mens and my penis is only like 5.5 inches long. ( yeah i realize that it will probably get bigger since I'm not through puberty yet i still have a higher pitched voice but i don't think that it depends on foot size.)

I have 48.5 EU/ 14 US shoe size, big hands, 6'5-6'6 (1.97m) and im 5.4 inches and pretty shitty girth at 17 so i'm either very unlucky, will still grow in the future or what you're saying ain't right

Your shoe size and length of your penis has no correlation. Take me for example, I'm 17 and wear a size 7 shoe and my penis is 6.8 inches. And im around 5'7 in height.
I am black and have recently turned 16 my penis is only at 5" will it grow or stay that size forever I want at least and extra inch and a half.
