It sounds to me like what you have is Fordyce spots. Have you heard of them? They're little spots that are on your genitalia and they're quite common. Have you ever seen them before? Do a google search for them.

Yeah I came to the conclusion from where pubescent grow they leaves microscopic holes in the skin called "pores" like on your face, anyway, I came to the conclusion that they were spots, like what you get on your face etc. or accumulated cum from masturbation, they started to fade for a while but came back again. I have them too. You should go visit a doctor. He'Ll give you something and you'll wipe your scrotum and under penis with that. 2 months. You have to be clean while doing it. Also, you shouldn't scratch it. My doctor gave me a cream and a weird alchahol alike thing.

These are Fordyce Spots. They are small white that may appear on the shaft of the penis or scrotum (In the man's case). They are not caused by viruses, non-contagious, and are very common in young men & women when they hit puberty. The cause of the spots are thought to be genetic, but so far the scientific community think of the cause as idiopathic.
They go away, but it might get worse before it gets better. Harsh treatment (i.e. lasers or TCA peels) isn't advised because in most cases, as the spots come back worse than ever after harsh treatment.
If you think you want to get rid of it faster, or halt the advance of the spots; apply a tretinoin gel to the affected area each day. Creams and gels that combat acne have been known to treat Fordyce Spots, too.
