By what you say it sounds like it is probably smegma, the best way to clean it is to take a warm bath then let your foreskin soak a while before retracting it and letting the smegma soften in the water before gently rubbing it off.

I have been having the same problems as a 16yr old male and I did clean the area in the shower and peeled back the for skin and took a cotton swab and was trying to peele off the hard smegma. It did hurt, but best thing to do is take your time and be gentle because it will hurt. Make sure while you're cleaning it keep the area moist so that there is a possibility of easier and more satisfied cleaning.
