It is most likely pre-cum if it comes out during masturbation and it is perfectly normal to have it come out while your masturbating it clears the urethra and lubricates. If it comes out when you reach orgasm (that intense feeling) it could be you are ejaculating at first it can be clear and only a small amount of it.
