You can make them longer if you want by hanging weights on them and not wearing underwear so the weights hang down.
From personal experience, it does, actually. I picked up the habit unknowingly as a kid and now as an adult they're so stretched that my clitoral hood makes it impossible to feel any real pleasure. It sucks.

NO, masturbation does NOT change your labia. Labia size is determined by genetics.
Also, labiaplasty has it own set of risks--scarring, disfigurement, pain, loss of sensation, etc. It's not as simple as the surgeons make it out to be. I had it done and I completely regret it.
