try hair clippers instead. it won't be smooth right after but it will not be sharp when growing back. It might be for a day or so when you first do it. Yes, it is worse than sandpaper.
your skin down there is used to having a protective layer of hair covering it. now its gone. its not used to the full contact its now receiving from your underwear and when you touch it. also, scratching will not help things either. its just going to take some time for your skin to get used to being without hair down there. in a few weeks itll toughen up.

Shaving is honestly not worth it most of the time because it itches like crazy and can cause some serious problems if it's not done yet. I recommend to just trim your hair down to about half an inch.
