Since your 14 and have no pubes yet you are just a late bloomer and that is pretty common.
You are no where near being done growing so your penis will grow for sure how long it takes or what the end result will be is hard to predict as everyone grows and develops at different rates and times. There is nothing to worry about your development may just be a little behind some of your friends but everything you are concerned about will change as you continue to grow and develop. Your just off to a bit of a late start and many guys experience that.
