I don't know if this will help anybody but I suffered from this as well. We built our home and moved in 6 years ago. It was about then that my hand and fingers began to dry out and get cracks an paper like cuts on them. It would take forever for a cut to get well. It was like it had to run its course. No matter what I put on it, it would not help and then after a week or so the cut would get well and then another one would appear. Well our house wasn't finished when we moved in. We moved in and worked on it while we lived here. One thing we put off was putting in the floors. We have a big bloodhound who lives inside so we were in no hurry to let him tear the floors up. Well last October we did put the floors in and my hands gradually started getting better. It is now January and they are almost completely well. If you google concrete allergies it describes this to a "T". It might not be what is causing yours, but it sure was with me.
I have the same thing. It's called Dishidrotic Eczema. The prescription cream (I believe some sort of cortisone) is über greasy and you can't touch your face. For me, not worth it.

Whenever I moisturize it goes back to normal
And I've been drinking a lot of water
Don't put chemical in your hands, think about what goes in your hands daily. like shampoo such as head and shoulder, use a natural soap instead, try it a month.
