First of all the red line is something you are born with and the white or red dots are maybe where your pubes will grow but it’s probably something called fordyce which is a natural thing that a lot of males and females have and it’s really nothing it’s not contagious and doesn’t affect your health they just kinda look weird. also if you think you have it just kinda stretch the skin of your penis back a bit which will make the dots more noticeable and if you try and pop them they will pop and some white stuff comes out but I would not sugest doing that
