The line that looks like a scare that runs the full length from scrotum to foreskin is exactly that a scar from where your penis is developed after conception, the small white spots on the scrotum and lower shaft that are talked about are just small serbatious cysts and are perfectly normal, small white spots around the base of the glands are Fordyce spots also normal for a lot of guys.
