You guys are 13 and you both are far from being done growing and your penises will definitely get bigger.
Everyone grows and develops at different rates and times and things like if you have started puberty or what stage you are in can influence your penis size along with being overweight.
Being 13 and having a one inch penis is pretty common there will be some guys much larger just as there will be guys the same size as people come in all sizes the same is true about the penis.
It is unfortunate that your friends pick on you because of your penis size maybe a reply like asking them why they are checking out your package may shut them up.
It is no fun when you are targeted by others and made fun of but hang in there you both have many years of growth and development ahead of you and the changes you are hoping for will happen.
